
Strong downtowns don’t happen by accident. They are built through thoughtful planning, community partnerships, and a willingness to learn from others.
That spirit of collaboration was on full display as Columbia City Connect joined community leaders from across Indiana for OCRA’s Community Exchange, hosted by Greenfield Main Street. The event brought together Main Street organizations, local officials, and economic development professionals to explore successful downtown revitalization projects and share ideas that can strengthen communities across the state.

As a nationally accredited Main Street organization, Columbia City Connect values opportunities like these to see successful projects firsthand, ask questions, and bring home ideas that can inspire future initiatives in Columbia City.
A Downtown Transformed
Greenfield’s downtown tells the story of what can happen when a community commits to a long-term vision.
Many of the improvements we toured were made possible through Indiana’s Stellar Communities Program, a collaborative initiative led by the Indiana Office of Community and Rural Affairs (OCRA), the Indiana Housing and Community Development Authority (IHCDA), and other state partners. Rather than focusing on a single project, the Stellar program encourages communities to develop comprehensive plans that combine public investment, private development, housing, infrastructure, and quality-of-life improvements.
Greenfield’s transformation has unfolded over several years through a series of connected projects, each building on the last.
One of the highlights of the tour was Depot Street Park, a beautiful gathering space located just a short walk from the historic courthouse square. What was once an underutilized area has been transformed into a vibrant destination featuring an outdoor performance stage, open lawn, seating areas, and public gathering spaces designed for concerts, festivals, and everyday community use.
The park also serves as a gateway to the Pennsy Trail, a popular multi-use trail that connects neighborhoods, parks, and visitors directly to downtown businesses. This intentional connection between recreation and commerce encourages people to spend more time downtown—whether they’re attending an event, enjoying a meal, shopping, or simply taking a walk.

The tour also highlighted the Riley Arts Trail, expanded streetscape improvements, restored historic buildings, and ongoing public-private partnerships that continue to strengthen Greenfield’s downtown.
More Than Buildings
While the physical improvements were impressive, one of the biggest takeaways was that successful downtown revitalization is about much more than infrastructure.
Every project reflected a broader strategy focused on creating places where people want to gather, supporting local businesses, preserving historic character, and investing in experiences that build community pride.
These are the same principles that guide the Main Street Approach—a nationally recognized framework that focuses on economic vitality, design, promotion, and organization to create thriving downtowns.

The Community Exchange also provided valuable opportunities to connect with fellow Main Street organizations, discuss challenges, celebrate successes, and exchange ideas about topics ranging from business development and public spaces to volunteer engagement and community events.

While every downtown is unique, there is tremendous value in seeing how other communities have addressed similar challenges and leveraged their own strengths. Whether it’s creating welcoming public spaces, encouraging private investment, improving walkability, or strengthening partnerships, each conversation helps us think differently about the future of downtown Columbia City.
The Community Exchange reinforced an important lesson: meaningful revitalization doesn’t happen overnight. It is the result of a shared vision, consistent investment, and many small successes that build momentum over time.
